一、Procedures for enterprise funded project (possessing of planning opinion), the land use rights of which was obtained by public trade;

（一） Perform the procedures related to land deal. After the construction enterprise obtained the land use rights by public trade in public trade market, the confirmation document of land bargain will be issued by land and resources administration. (Immediately)

（二）After the procedures related to land deal have been performed, the construction enterprise can transact the procedures of approving and initiating a project, usage of land, planning design scheme and primary design synchronously. For foreign funded project, the procedure related to approving and initiating a project must be finished before the construction enterprise transact other procedures, such as examination of environment impact assessment, usage of land, planning design scheme and primary design.

1.Approve and initiate a project

For domestic capital project, the construction enterprise goes through the procedures of examination of environment impact assessment (10~20 workdays), approval of construction project (20workdays) or registration of construction project (3workdays) in turn. For foreign capital project, the construction enterprise goes through the procedures of approval of foreign funded project (20workdays), authorization or change of foreign funded enterprise (20 workdays), industrial and commercial registration (5workdays, qualification for development enterprise issued by department of construction is needed for real estate project) in turn.

2.Usage of land

The construction enterprise can apply for the license for the transfer of land use right (20workdays, if woodland will be used, the license for the transfer of woodland use right is needed. 20workdays), the license for the planning of construction land (7workdays) and the use certificate of state-owned land (20workdays) in turn.

3.Planning design scheme and primary design

The construction enterprise invites bid for design scheme. Planning department register and supervise the bidding of design scheme and provide consulting service (30 workdays). At the same time, the results of supervision and opinions of consulting service are selected and sent to the departments of personal protection, fire protection, municipal administration, physical education, water utility, public security or traffic according to different project.

Subsequently, the construction enterprise can goes through the procedures of examination and approval of fire control design (8~16workdays), examination of the standards for civil air defense construction (13 workdays, central government organs can be examined by system), examination of construction scheme of the project located in the construction control area beside the historical and culture site (20 workdays) or examination of the equipment design and conditions of sanitation (20 workdays) synchronously as required.

（三）Procedures for the license for the planning of construction project

After the license for the planning of construction land is obtained and the project is approved or registered, the construction enterprise can apply for annual investment plan (10 workdays). At the same time, if the examination of the standards for civil air defense construction and the examination of construction scheme of the project located in the area of control construction beside the historical and culture site are approved, the construction enterprise can apply for the license for the planning of construction project (20 workdays) as required.

（四）Procedures for the license of engineering construction:

After the license for the planning of construction project is obtained, the construction enterprise can apply for the license for breaking road (20 workdays), the license for occupying road (20 workdays), the license for moving and cutting trees (10 workdays), the license for migrating old and famous trees (12 workdays), the license for avoiding and protecting old and famous trees (12 workdays), the registration for construction blue-print of civil air defense (1workdays, central government organs can apply by system), the supervision the bidding process of construction and supervision units for the project needed to be supervised according to laws (20 workdays) and the examination of construction blue-print synchronously as required.

Subsequently, the construction unit can apply for the license for constructing of the construction project (10 workdays), at the same time an information platform based on network will be set up by the construction department and the statistics department to share the information of the license for construction.

二、Detailed procedures

Procedures for enterprise funded project (no planning opinion), the land use rights of which was obtained with assignment agreement; (approved project)

（一）Perform the procedures related to project approval.

After received the application of construction enterprise, D&R department will consult with planning department (20 workdays), and consult with traffic department (20 workdays) in writing if the influence on traffic of the project need to be estimated and examined, at the same time, D&R department will tell the construction enterprise the procedures needed to be conducted before approval. After received the consult letter from D&R department, the planning department will reply in writing and direct the construction unit to apply for approvals or opinions from different administration department according to the specific situation of the construction unit, such as the department of historical relics, sanitation, environment protection, landscaping, water utility, public security or traffic, television broadcast, foreign nationals, radio or airport administration.

According to the notice of D&R department, the construction unit can apply for the pre-qualification of land for construction purpose (20 workdays), the estimation and examination of the influence on environment (10~30workdays), the examination and approval of earthquake security report and the determination of the requirement of fortification against earthquakes (7workdays), the pre-estimation of the harm of occupational disease (20 workdays), the protection of immoveable historical relics in situ and the examination of the project ranged in the protected area (20 workdays) synchronously as required.

The project will be approved by D&R department if necessary based on the estimation and examination opinion of the influence on traffic and the documents of admission or approval issued by the related organs, such as the departments of environment protection, land and resources, planning, earthquake, sanitation, historical relics etc (20 workdays). For foreign funded project obtained approval, the procedures of approval or change of the foundation of foreign funded enterprise (20 workdays) and industrial and commercial registration (5 workdays) should be performed in sequence by the construction unit.

（二）After the procedures related to the approval are performed and the written proposal of planning (site selection) is obtained, the construction unit can perform the procedures related to land use, scheme of planning and design and primary design etc synchronously.

1.Procedures related to land use;

Construction unit should apply for written proposal of planning (site selection) (20workdays), license for the planning of construction land (7workdays), license for land requisition (20workdays, if woodland will be used, a license for woodland requisition is needed. 20workdays) and license for the transfer of land use right (20workdays) in sequence.

Subsequently, the construction unit can apply for the state-owned land uses card (20 workdays), the license for demolition of house (30 workdays) and the plan of annual invest (10 workdays) synchronously.

2.Procedures related to scheme of planning and design and primary design:

After the written proposal of planning (site selection) is obtained, the construction enterprise can invite bid for design scheme. Planning department register and supervise the bidding of design scheme and provide consulting service (30 workdays). At the same time, the results of supervision and opinions of consulting service are selected and sent to the departments of personal protection, fire protection, municipal administration, physical education, water utility, public security or traffic according to the requirement of different project.

During applying for written proposal of planning (site selection), the planning department will direct the construction unit to apply for approvals or opinions from different administration department according to the specific situation of the construction unit, such as the department of historical relics, sanitation, environment protection, landscaping, water utility, public security or traffic, television broadcast, foreign nationals, radio or airport administration.

（二) After the written proposal of planning (site selection) is obtained, the construction unit can perform the procedures related to land use, scheme of planning and design and primary design etc synchronously.

四、Procedures for government direct investment project or capitalize project (requisition land):

(一) Procedures for the reply of project proposal:

After D&R department accept and hear the application for reply of project proposal and put forward the Prequalification opinions (for the projects of central government or army, the notice of site selection opinion should be obtained from building department), D&R will consult with planning department in writing. After received the consult letter from D&R department, the planning department will reply in writing and direct the construction unit to apply for approvals or opinions from different administration department according to the specific situation of the construction unit, such as the department of historical relics, sanitation, environment protection, landscaping, water utility, public security or traffic, television broadcast, foreign nationals, radio or airport administration. D&R (building) department reply for the project proposal after received the replication of planning department (20 workdays) (Apply for notification of opinions of site selection, 5 workdays).

(二) Procedures for the reply of feasibility study report of the project:

After D&R (building) department replied the project proposal (notice for applying for opinion of site selection), D& R will consult with traffic department in writing if the influence on traffic (20 workdays) of the project need to be estimated and examined. The construction unit can apply for the estimation and examination of the influence on environment (10~30workdays), the pre-qualification of land for construction purpose (20 workdays), the examination and approval of earthquake security report and the determination of the requirement of fortification against earthquakes (7workdays) and written proposal of planning (site selection) (20 workdays), the pre-estimation of the harm of occupational disease (20 workdays), the protection of immoveable historical relics in situ and the examination of the project ranged in the protected area (20 workdays) synchronously as required.

After the written proposal of planning (site selection) is obtained by the construction enterprise, the planning department should put forward the examination opinions to construction detailed planning (30 workdays). And the results of examination are selected and sent to the departments of personal protection, fire protection, municipal administration, physical education, water utility, public security or traffic according to the requirement of different project.

The feasibility study report will be replied (20 workdays) by D&R department (building department) if necessary based on the estimation and examination opinion of the influence on traffic and the documents of admission or approval issued by the related organs, such as the departments of environment protection, land and resources, planning, earthquake, sanitation, historical relics etc. (apply for the notice for the plan of land requisition, 5 workdays).

(三) After the feasibility study report is replied, the construction enterprise can perform the procedures of land use and primary design synchronously.

The construction enterprise can apply for the license for the planning of construction land (7 workdays), license of land requisition (20 workdays, if woodland will be used, a license for woodland requisition is needed. 20workdays) and the license of land allocation (20 workdays).

Subsequently, the construction unit can apply for the state-owned land uses card (20 workdays) and the license for demolition of house (30 workdays) synchronously.

2.Procedures of primary design:

the construction enterprise can apply for examination and approval of fire control design (8~16workdays), examination of the standards for civil air defense construction (13 workdays, central government organs can be examined by system), examination of construction scheme of the project located in the construction control area beside the historical and culture site (20 workdays) or examination of the equipment design and conditions of sanitation (20 workdays) synchronously as required.

If the audit of the design of fire control and the examination of the standards for civil air defense construction are approved, the construction enterprise can perform the procedures of primary design and reply for estimate budget (20 workdays).

(四) Procedures for the license for the planning of construction project

After the replies of primary design and estimate budget of project and the approval document of land allocation are obtained, the construction enterprise can apply for annual investment plan (10 workdays, for the projects of central government or army, annual investment plan should be applied in building department, 7 workdays). At the same time, if the examination of the standards for civil air defense construction and the examination of construction scheme of the project located in the area of control construction beside the historical and culture site are approved, the construction enterprise can apply for the license for the planning of construction project (20 workdays) as required.

(五)Procedures for the license of engineering construction:

After the license for the planning of construction project is obtained, the construction enterprise can apply for the license for breaking road (20 workdays), the license for occupying road (20 workdays), the license for moving and cutting trees (12 workdays), the license for migrating old and famous trees (12 workdays), the license for avoiding and protecting old and famous trees (12 workdays), the registration for construction blue-print of civil air defense (1workdays, central government organs can apply by system), the supervision of the bidding process of construction and supervision units (20 workdays) and the examination of construction blue-print synchronously as required.

After the written proposal of planning (site selection) is obtained, the construction enterprise can apply for the reply of written proposal of project (20 workdays, for the projects of central government or army, registration of construction project should be applied in building department, 3 workdays); at the same time, the planning department should put forward the examination opinions to construction detailed planning (30 workdays). And the results of examination are selected and sent to the departments of personal protection, fire protection, municipal administration, physical education, water utility, public security or traffic according to the requirement of different project.

2. Procedures of primary design:
